I'll answer my own post. It seems I'm not the only person to
hit the problem described in my note below. The solution
lies in Metalink note 610431.999. Be sure to read all of the
thread, especially the note from Eduardo about specifying
port 1813.

I can't seem to login to Database Manager as SYSDBA, but I
guess that can be tomorrow's problem.
