copy the two data file from primary again.

Datafile 7: 'H:\ORACLE\ORADATA\STBY\TOOLS01.DBF'
Datafile 8: 'H:\ORACLE\ORADATA\STBY\USERS01.DBF'

The the standby will not prompt to log 546
