There is (or will be shortly) a White Paper available showing exactly this.
It relies on two things:
  i. A Remote test-execute feature of SQLPA.
  ii. The ability to define the baseline 9i workload from SQL Trace files.

Essentially you use an 11g database simply to run SQLPA. You capture your workload from 9i by enabling SQL Trace and then "import" the trace files in SQLPA and create a tuning set from them. You can then rerun the workload against your 10g database using the remote test-execute.
