Dan are they using SQLT? SQLT runs some SQL's as part of that package that
have this hints so you can use them in the where clause when querying v$sql.
I have not seen this one but I have seen similar ones in SQL

In looking at a performance problem in a recently inherited db (11.0.7 on
Solaris9) and came across some statements with this comment as the leading
text. The application team says they have no idea about the code. I'm
wondering if it is coming from the SQL Tuning Advisor...
