If cataloging is the issue. Then am I correct to assume that I need
copies of my 2/26/10 backup and archives on both the production and test
server?

Then I catalog the Production backup? Or can I just catalog the test
server and only keep the backups there?

I'm not sure I understand you correctly, but it sounds like all you need
is something like this:

        duplicate target database to <new_database_name> until time
'26-FEB-10 <whatever_time_you_want>';

Am I missing something?

I don't see in these documents how to restore to a different database
name.
