Actually, adding a service does not require a reboot, OTOH removing -
does.
My thought why SQL Server installation requires reboot is that multiple
MS products share the same DLLs (though they could be different
versions), and those DLLs might be in memory at the time of
installation, and MS can not load into memory newer version of DLL, if
older version is already there.  
So, newly installed MS product can not use it's just installed newer
version of the DLL until reboot.
Oracle OTOH does not have this problem.

I suspect that the mandatory reboot has more to do
with changes to the environment than the registry.

A change to the registry should not require a reboot.

Adding a service however may require a reboot, as I
the believe that they run in the environment created
at boot time.

I could be wrong about this, but experience seems to
confirm it for me.
