You should read this article before you talk about one vendor or the other 
supporting or not supporting the standard.

At most in the past each rdbms vendor has only supported Entry-Level to the 
SQL-92 standard or Core-Level to the SQL-99 standard.

        No, but does it matter?  What bugs me is that Oracle shows no sign
of wanting to comply eventually.
