Raw partition change owner on LINUX after reboot

We have server use "raw" partition for ORACLE
database. O.S. is Redhat AS 4.2. The raw partitions
under /dev/raw/raw1, /dev/raw/raw2, .. after reboot,
it wil change owner from "oracle" to "root".
Does anyone know how to fix it?
