Good point.  I've never needed to use TSPITR, but it could certainly
come in handy in some situations.
 
Here are the restrictions of TSPITR with and w/o a recovery catalog from
the 10.2 doc - looks pretty much the same as the Metalink note:

The only stated limitation of using the controfile only is that stored
scripts cannot be used.  There are several documents on MetaLink 
that seem to contradict that. Limitations with TSPITR, databases that
may be missing archive log backups do to being opened with 
RESETLOGS, and others I'm sure.
