It can be pretty much guaranteed that no new tablespaces will be added. The 
app1 is no longer being developed and exist only in maintenance mode. There 
hasn't been any database changes is a few years now.

Can it be guaranteed that there will NEVER be a new tablespace added?

If not, then this is sure to cause problems in the future.
