Certified or not . As Tim said it already works.
On github you can already try and play with
1 - 19c database install builds on:
          - OL8
<https://github.com/oraclebase/vagrant/tree/master/database/ol8_19>
          - RHEL8
<https://github.com/KoussHD/vagrant/tree/master/database/rhel8_19>
          - Centos8
<https://github.com/KoussHD/vagrant/tree/master/database/cent8_19>
2- 19c Dataguard  on
           - OL8
<https://github.com/KoussHD/vagrant/tree/master/dataguard/ol8_19>
          - RHEL8
<https://github.com/KoussHD/vagrant/tree/master/dataguard/rhel8_19>
          - Centos8
<https://github.com/KoussHD/vagrant/tree/master/dataguard/cent8_19>

3- And finally with few tweaks I got RAC 19c to work on OL8 and Centos8.
Stay away from RHEL8 if you want to test RAC19c because it's a nightmare
(2nd node ocr gets corrupted right after being attached during gridsetup ..
tried like a lot of times)

          RAC19 on OL8 and Centos8
<https://www.linkedin.com/pulse/oracle-rac-19c-builds-linux8centos8-vagrant-kosseila-hd/>

weirdly enough I never thought RHEL would be more bug prone that its clones.

It's hard to tell. In sessions Oracle say they aren't expecting people to

Maybe 23c or something like that. The logic went, stick with the LTS
release unless you know you need something from a later release. If that
something is OL8 support, then maybe you're correct, but I think people
will be wanting to start the move to OL8 before the next LTS release of the
database. OL7 ends it's normal cycle at 2024. I'm not happy about
installing it for new stuff now, let alone for the next 3 years. If Oracle
don't support 19c on OL8, there are going to be a lot of unhappy people
along the way.

Pretty sure the a new preinstall package could make the install happy.
When I was doing it, all I had to add was this.

export CV_ASSUME_DISTID=OEL7.6
