If the Linus et al re-implementation of the UNIX intellectual creation of
Ritchie and Thompson is good enough, and if what you’re looking for is
something that MS administrators can include as part of “standard” windows from
the windows store, possibly this announcement is of interest:

Before Cygwin, we had standardized on Waterloo Unix to support EBS on Windows,
but that was a *long* time ago, closer to Unix 0 time than today. I doubt it is
still even for sale.
I *suspect* you may get some traction with your admins for the things you can
get from the MS store.
Possibly “Superputty” might be useful on the lighter weight side, which allows
windows-style windows of unix terminal sessions as well as software.
There are plenty of choices, as the thread so far has recounted, but I think
your main issue is getting something “good enough” that the folks who
administer windows security can and will make a part of the standard
distribution at your shop.
Are you primarily trying to provide UNIX capabilities on your workstation, or
are you trying to access UNIX hosts from your workstation?

Is there any Software that doesn't need install like putty available to provide
Unix Shell capabilities. I used cygwin earlier and even setup wirh rlwrap as
been demo by Tanel and using Terminator to setup all scripts for Database
monitoring. Now company put new security updates that stop the Cygwin access
and so looking for some alternative as the laptop has no Admin privilege to
install any software.
Even software that needs to pay for the license is fine or any other way to
make the Putty interface better like cygwin or unix emulator so that I can do
setup on one of the database server with all monitoring setup and can connect
using tnsnames.ora for all server. Currently simple putty is not that friendly.
