If you assign the rollback segment and make some dml you will not be
able to offline that rollback segment without ending the transaction.
If you assing the rollback segment and drop it before making some dml
you will get the following error:
SQL> insert into x values(1);
insert into x values(1)
*
ERROR at line 1:
ORA-01627: rollback segment number '1' is not online
