Sherrie,

Existence of tnsnames.ora file is not required even for OCI oracle client to
initiate connection to your server. I would recommend to review the
following part of the documentation about various
Naming Methods:
http://download.oracle.com/docs/cd/B19306_01/network.102/b14212/naming.htm#sthref690

i.e sqlplus scott/tiget@dummyhost:1522/ORCL - works like magic.
