that is kinda true and i believei smentioned in the readme for a one off patch.
PSU and Patchsets & CPU are supposed to be regression tested.
Normally one-off patches are created to solve a specific issue and you want ot
endure that oracle wants you to install the one off patch before you actually
install it.
