The distributed transaction manager is a common problem patching oracle on
windows. You need to shut it down and disable the service until patching
is complete.

That is Microsoft process explorer which can find the process holding the
DLL. Of course, the permanent solution to the problem can be found here:
https://www.redhat.com and it includes formatting your C: drive to become
an XFS file system.
