Thanks for the leg pulling, I needed that. 

Its legacy in that its an old database that just has had its Oracle RDBMS 
version upgraded to keep up with the desupport notice. The tables and the data 
is still many moons older.  Its also legacy as it does not go to CBO and almost 
all tools in the marketplace these days assume you have CBO.
