Mladen,
        Doesn't TOAD have a formatter? http://www.quest.com/
You can download their new 8.0 trial version and check.

Also I thought ULTRA EDIT 32 had a formatter although I didn't see
PL/SQL mentioned in this article

Subject: PL/SQL pretty-print

Is anybody aware of a pretty print tool for PL/SQL, something
like indent, astyle, tidy or perltidy for PL/SQL? I have a few
large packages which were written by aesthetically challenged
developers, that I'd like to give an Oprah-style makeover, but
without cars.
