Toad definitely has its uses.  Its hard to beat that nice step-through
debugger for procedures.    It has some other nice features.  Its just kind
of a heavyweight tool in my book.  For a nice easy to use, lightweight tool
you guys really should look at golden.  I use it, but I have no financial
interest in it at all.  I have just found it to be one of the nicest tools
out there, quick, and for clean interfaces its hard to beat.  Yeah, I know,
I sound like a salesman, but I have been using it for about 10 years now,
and have yet to find anything to match it for general dba use.
