I agree. Unless the server is hung because of 100% cpu, I don't really
see a problem. I would investigate for runaway queries to try and
determine if anything bad is happening. But 100% utilization in itself
is not an indicator of something bad happening.

I'm not very knowledgeable on Windows, but why a 100% CPU utilization
is of any concern on a server dedicated to Oracle? Is this not what we
should expect during peak periods?
