Versioning has been modified so that 18c replaces 12.2.0.2 and 19c replaces

MOS 742060.1 shows a graphic with the end-of-patching dates. Only 3
years of patching included in v19 seems a bit short for an LTS version,
considering patches I've needed in the past have taken >1 year to get.
Because our Oracle application now supports it, we'll be migrating to
19.4 from 12.1 next year.
