I had previously installed and configured RDA for RAC on both nodes
and it ran with no errors on both nodes from same file system.  I think it must 
have been a 
communication/cluster issue because we bounced everything tonight and it's all 
working again.

You need to reconfigure it for another node. The option is to change
rda.cfg file (if I remeber the name correctly) manually or remove that
.cfg file and configure it again (rda.sh -s if I remember).
