It is primarily used if you are going to follow an OFA installation.  Our
financials installation kind of is OFA and we kind of have ORACLE_BASE, but
it isn't set in the environment. 

The above website (gleaned from Google) gives a pretty good explanation,
complete with figures and tables and everything.  Of course, the page
describes Oracle 7, but it is still relevant to what you are looking for.
