Oracle SQL*Developer should satisfy all of the requested functionality,
but in case it isn't good enough, you can try with tora:
https://github.com/tora-tool/tora/wiki. It started as a free Toad clone,
but has developed into something very useful by itself.

I am aware of that one. However, I was really looking for
something a little more lightweight, preferable something that
pretty just has a session viewer.

I know we have had this discussion before, but I am specifically
looking for just one thing. In the Oracle 10g client we had the
nice java window that would show all the running queries on the
database, and allow you to look at the query, and the explain
plan, and kill the query if you had appropriate privileges.
This behavior was moved out of the client and into the massive
footprint of oem cloud control in later versions. Is there any
software out there that I can run that will show just that, the
running queries on the database, and allow me to kill them if I am
logged in with the appropriate privileges?
