Thanks David, I just notice that MOS 1453883.1 confirms that the COST
parameters are "supported as of 10.2.0.3". It's not clear whether or not the
parameters are included (but not supported) in earlier versions, but all my
databases are 10.2.0.4 or later so I should be ok.

DYNAMIC_REGISTRATION_<listener> is a part of listener feature changes
(including COST) that were added to 10.2.0.3 (from what I've read) and above
but not included in the doc under 11g.
