Oracle REST == APEX
Um, no.
Many, many people use ORDS with APEX. Maybe even a majority.
If that doesn’t apply to you, ignore the APEX bit and APEX specific settings in
your ORDS install procedure.
So to keep it simple, instead of having two install guides, one sans-apex and
one w/-apex, you get what you see.
I’ll take another look and see if there’s not something we can do for the next
version of ORDS so this is more obvious.

Subject: Oracle REST and APEX
reading through the Instalilng Oracle REST Data Services manual... why do the
authors continuously assume people want to use APEX?!
e.g. page 1-8 and 1-9, installation example.
Starts as an Oracle REST installation, but morphs into "Yeah! Let's install
dependencies for APEX!" Which is useless to someone who wants to install REST
services.
It's obvious that in Oracle staff's mind, Oracle REST == APEX. As if they
assume that almost everyone who installed REST is using it for APEX.
Some of us just want to have the same functionality that the mod_plsql Apache
module provided with zero interest in extra bells and whistles.
Fun reading for responsible bureaucrats:
