PSU/CPU doesn't apply at all on Windows. Windows for some time has never had
CPU patches (which were typically small) but Patch Bundles which are similar
to, but larger in scope than, *nix PSU patches. That is to apply the latest
Windows CPU patches you have to apply the first patch bundle which contains
them - this is the patch# in the release notes for the CPU - and run the
appropriate catbundle.sql script after patching the home. This *will* get
you the security patches, *may* get you the PSU patches and likely will also
get you some other recommended patches.

It's also well worth testing the Windows patch bundles on a "disposable"
test  system since the release quality hasn't always been reliable. for eg
both of an issue and the lack of picking it up in a timely manner see
1142826.1.
