I have 12.1.0.2 installed (full installation) and both files are present.

It seems that oracle has rewritten oerr for 12c, creating a shell or cmd 
wrapper for the perl script oerr.pl.

On my 12.1 Windows client I find that it is rather useless, as the mesg files 
are not included in the installation.

Typically Oracle has never included the mesg files with MS Windows, no idea why 
not.

I don't really want to install a 12c full installation just to check if the 
mesg files exist there, so could someone that has a 12c db installation on 
Windows respond with information on these 2 files?

OH/rdbms/mesg/oraus.msg
