If you read the note on the right-most column it has a link to the
estimated release date.
It looks like the database patches have been delayed.

patch files occasionally lag the release of the individual patches. It is
frequent enough recently that I generally don't count on the combos to be
available for the first 24 hours. The 19.9.0.0.201020 DB, GI, and OJVM
