Premier support ended July 2010, everyone had access to extended support 
through July 2011.  At this point, if you continue to pay for extended support, 
you will have access to all 10.2 patches issued through the time that you quit 
paying the extra 20% for extended support or extended support ends in July 
2013.  If you do not pay for extended support (but continue to pay the premier 
support fee), you are on sustaining support.  During the extended support 
period, sustaining support only gives access to patches issued during the 
premier support period, i.e. through July 2010 (I still have access to patches 
released through July 2011, so it appears that Oracle is letting us continue to 
have access to the patches issued in the free year, so it seems Oracle is 
giving us access to more than indicated in the support documents).  Once 
extended support ends, people on sustaining support have access to patches 
issued during both the premier and extended support periods, i.e. all patches 
for 10.2 issued though July 2013.
