It is not unusual for Java to spend an inordinate amount of time doing
garbage collection.
I am not referring to any Oracle product in particular, but Java in general.
Most Java processes are started with script, and that script can be modified
to control the amount of memory used and the garbage collection process.
It's been awhile since I had to mess with this - we had to do so with Agile
( which has been an Oracle product for the past 4 or 5 years IIRC)
You can probably find some good information on tuning Java on MOS
and/or some discretionary googling.
