- Read and understand the concepts manual
- Understand and practice backup and various recovery scenarios
- converse with fellow dba by subscribing to quality exchange forums such as 
this list, asktom, etc.
- keep learning; not just Oracle but about everything that interacts with the 
database(s) you ar managing
- use your own head
