ORA-19951: cannot modify control file until DBNEWID is completed

All,

while trying to change the dbname for a test db nid failed as I did not have
a temp file in proper location. and it started giving this error  while
trying to create the tempfile.

ORA-19951: cannot modify control file until DBNEWID is completed

Is there anyway I can overcome this error.

Please advise.
