Actually, it’s a bug and there’s a patch to the patch. The bug and patch
number are 31912638. We ran into this right after applying the July PSU in Red
Hat 7 (it didn’t happen in Red Hat 8) and I opened an SR with Oracle. They
pointed me to

To change the SYS user password, you must use the ORAPWD command line utility.
It also mentions some possible adverse effects of changing the SYS user
password.
