OEM access other people explain plan privilege?

I created a user on ORACLE 10GR2 and grant select_catalog_role and 'select any
dictionary" provileges to this user.
This user will login to OEM Console (Client) and perform debug on all user's
SQL statements.
The problem is this user can NOT access itself and other user's SQL statement
and explain plan.
Any privilege I need grant to this user for him to access explain plan on OEM?
