So, would it be fair to say that "find 'em then fix 'em" may be a better
order than "fix 'em then find 'em"? PD101 then OP101?

Some thoughts "from the vendor," if you don't mind. Here are the
official course objectives from www.hotsos.com/education:

PD101 -- To introduce students to a scientific method for diagnosing
Oracle system performance problems rapidly and accurately, no matter
what the root cause.

OP101 -- To provide direct hands-on experience that will improve a
student's ability to improve the data access performance of individual
SQL statements. 

In other words: OP101 teaches you how to fix the SQL statements that
someone who took PD101 has handed you. :) Many of our students, of
course, act in both roles.
