I tend to agree with the conclusion made, with one exception.
For all previous (R1) releases Oracle released at least 2 patchsets.
11G is an exception. There was just one patchset :(
That made 11G unusable for most of production system.

Saying that I do have a very positive examples of migration to 11GR1 in hands.
(EBS with 3000 users accessing the system on daily basis).

However if we would know in advance that Oracle will stop 11GR1
development with first patchset we probably wouldn't migrate to 11GR1

Just my 0.02 AUD :)
