you might want to check dbTrends for Oracle and other STATSPACK analysis and
visualization tools here www.spviewer.com. Trend analysis and alerting are also
supported.

Oracle Enterprise Manager does not visualize STATSPACK data. Additionally, it
is not legal to use notifications for Oracle Standard Edition as this is part
of Oracle
Diagnostics Pack for Oracle Enterprise Edition.
Are there any acceptable tools with similar functionality (performance data
visualization + alerting) around?
