Oracle doesn't have a time / date function for calculating calendar times
for astronomical events does it.  
E.g. to_cal('Easter',2004, 'DD-MM-YYYY HH24:MI:SS');  
E.g. to_cal('Ides of March',2004, 'DD-MM-YYYY HH24:MI:SS');

Next Oracle option or Oracle Spatial add-on:  Starry Night
