Morning Fred,
first the disclaimer, I'm biassed about TOAD - I'm actually a member
of Team Toad :o)
TOAD can be a 'dangerous' tool in the hands of the unwary, however, so
can SQL*Plus. There are ways and means to make TOAD run as a 'read only'
tool which uses TOAD's own security to prevent users doing that which
they cannot be trusted not to do etc.
On the other hand, developers being the thoughtful intelligent people
that they are, will find a way to do it anyway (use SQL*Plus for
example).
Simply make sure that your developers have the roles and privs they
need to do their job, to improve their code and so forth and regardless
of the tool they use, they can do no more. Once they star using TOAD
they will become more productive. (Well, I did !)
Save some costs and only get the basic version, developers won't need
the DBA module, but they might well benefit from the debugger. There is
a very good and helpful email list (like this one) at Yahoogroups for
TOAD and many of the developers hang out there.

My developers (who currently just use SQL Plus) now are wanting to

Quest TOAD. From what I've used it in the past, it is far too powerful

developers. (I don't trust my developers with creating tablespaces,
etc.).
Plus, I've found that TOAD is far too easy to delete objects, etc.
