You can also install STATSPACK. However, I don't believe that either
STATSPACK or AWR would help you with this issue. Those tools are made to
diagnose possible problems from the performance indicators and not to
fix problems with the particular application. The first thing that I
would do would be to check V$SYSTEM_EVENT to see whether there are any
unusual events there. What interface is ArcGIS using to connect to the
database? JDBC? ODBC? DBD::Oracle? PHP oci8? Some libraries have built
in tracing method, so you may check what does that give you.
