Yes, it means you can't send alerts from DB Console either. From

Oracle Diagnostic Pack
The Oracle Diagnostic Pack provides automatic performance diagnostic and
advanced system monitoring functionality. The Diagnostic Pack includes the
following features:
* Automatic Workload Repository
* Automatic Database Diagnostic Monitor (ADDM)
* Performance monitoring (database and host)
You can however create your own script to monitor dba_outstanding_alerts and
send alerts based on that.
