You are correct, based on Eleanor Meritt's presentation at Open World 2013
(Oracle Database Patching Best Practices), PSU's are:
- a quarterly collection of fixes for proven high impact bugs
encountered in the field
- includes security content
- guaranteed not to contain any changes to the optimizer or fixes
which change application behavior
- may span multiple stack components, for example: Grid Infrastructure
and database

Hi,
My understanding is that the 5th digit is for Patch Set Updates (PSUs) and
Oracle states that there won't be any optimizer changes in PSUs. Unfortunately
I can't remember where I heard/read that.
