Install Work Flow Queue Problem

Hell Oracle Admins,
I'm trying to install the Oracle WorkFlow Queue Module, using ./wfinstall.csh
shell script, but no joy, I'm getting a "TNS Connection String format not
recognised".
I'm not sure what to use for the "TNS Connector Descriptor" ??
any thoughts? thank you!
I've tried,
topazn.state.nv.us
and
(DESCRIPTION = (ADDRESS_LIST = (ADDRESS = (PROTOCOL = TCP)(HOST =
10.131.1.96)(PORT = 1521)))
tnsping topazn.state.nv.us
responds with an "OK"
