The basics:


RAC

+

DataGuard

*or*

RAC

+

Sync data copy with your storage hardware (if you have hardware that is certified with oracle)

or
talk to Veritas, they got the best tools for that (the best DRP you can have)


of course all hardware need to be duplicated (2 eth cards, 2 Power suppliers and so on...)

this doesn't solve the downtime when you change your schema (change tables, package and so on)
to solve this you need your application to be written like that, and this is not an easy job.
