 Yep, I *just* found that and imported my first tnsnames.ora!  I'm
happy, happy, happy!  It's actually working!

PS  I agree that the name is a bit counter-intuitive....shouldn't it be
"Import Net Service Names"??

If you are using Net Manager, there is an "Export Net Service Names..."
command in the "Command" -> "Directory" submenu.  Despite its name, it
provides an interface to load your tnsnames file into OID.
