That is the Enterprise Manager Licensing document.  Very few people would think 
to look there for the licensing of the database component. ;-)

With DBAs, there is a greater (albeit still slim) chance that they would look 
in the Database Licensing document - and indeed that reference is there - so I 
would encourage a link from the Database Licensing doc to the OEM Licensing doc 
to be created.
