One way to test FGA overhead is to do an operation on many rows in the table without FGA enabled and with FGA enabled, then compare. Good 10046 level 8 traces will be good for that. Some of the information (Jonathan et al - please help me here) about what goes on is hidden now, but the timings should be good enough.
I stand corrected. FGA on 10g supports only dml's (insert/update/delete/merge) but not ddl's.
