Which "instructions" are you referring to?  in the README for 9119284 (PSU#3 
patch for ORacle 10.2.0.4) after you run the opatch apply, the next thing is 


Post Installation INstructions 2.3.3  In that you load modified .sql files into 
the database.  @catbundle.sql psu apply.

That's the process that puts the info into registry$history, right?  Even in 
the 2.3.4 of that readme, it says you must execute 2.3.3.1 steps... you have it 
in your original email.

According to the instructions there is no need to run the sql in the
atabase if it is created from scratch after the PSU has been applied
o an oracle_home.
This also means the registry$history does not get any entries to see

Short of comparing db creation date and PSU patch date is there a

These instructions are for both non-RAC environments and RAC
nvironments when a database is created or upgraded after the
nstallation of PSU 10.2.0.4.3.
You must execute the steps in Section 2.3.3.1, "Loading Modified .sql
iles into the Database"" and Section 2.3.3.2, "Recompiling Views in
he Database" for any new database only if it was created by any of
he following methods:
Using DBCA (Database Configuration Assistant) to select a sample
atabase (General, Data Warehouse, Transaction Processing)

Cloning a database that was created by either of the two preceding

Upgraded databases require that you perform the steps in Section
.3.3.2, "Recompiling Views in the Database" if these steps have not
reviously been performed; otherwise, no post-installation steps need
