EM's Consumer Group Mappings - Priorities - 404 Page not found

Hi all,

My Environment is:
Oracle Linux Release 5.4(32bit)
Oracle Database 11g Enterprise Edition Release 11.2.0.3(32bit)‍
After I installed the oracle 11g software and create a db with dbca, then on 
the Enterprise Manager, when I clicks in 'Consumer Group Mappings' - 
'Priorities', I get the 404 page not found error. 
(Just like the following snapshot pics.)
 Could anyone help to solve this problem?
